Within the area of science and technique, the University of Buenos Aires has an outstanding structure made up of around 6000 researchers and scholars and over 1500 ongoing research projects financed by the University, the ANPCyT, the CONICET, and other organizations. This structure is a substantial part of the national scientific body and, as such, has a role of utmost importance in a period of growing scientific and technological demands.
The research projects which are being carried out embrace diverse areas, and the human and technical qualifications involved in their execution represent one of the most important heritages of the institution. In order to preserve and develop such qualifications, the Superior Board of the UBA has approved the scientific program UBACyT 2008-10 which will be running as from the beginning of next year and which includes three project categories: groups trained people; groups of people in training; and young researchers. The intermediate category was designed bearing two objectives in mind: ensuring the necessary upgrade of this activity so as to provide alternatives to young researchers; and allowing experienced teachers to face scientific activities within their framework. Applicants to MA's and PhD's scholarships have been summoned in order to nurture these projects with new researchers and to ensure continuity in the training of human resources.
It is of paramount importance to introduce orientations aimed at correcting the distortions created by, among other things, a poorly stimulated development of the scientific and technical activity. The first concern is to do with the relative time lag which can be seen in different areas -engineering, technology, some branches of social sciences, and health- that make up the integral development of a country. This delay stems from different variables. The educational system has difficulties in incorporating graduates to the post graduate courses and scientific-technical activities to those disciplines which, in times of economic growth, are the most demanded by the market. The courses of studies connected to such disciplines suffer from a lack of teachers with full dedication. In this context, the continuity of the scientific activity is really uncertain. The UBA is working serious and permanently to find alternatives that will provide a solution to the unbalanced situation.
Another difficulty that arises is the insufficient development of applied research. Because of different reasons, Argentina has consolidated experience in different areas of basic sciences. These basic sciences must be protected and fostered but, at the same time, it is necessary to generate more scientific activity oriented to concrete applications. If basic sciences are not complemented by applied research, the social function of sciences fades away.
A further challenge faced is the need for accumulated capacities in this scientific structure to integrate and compliment one another. A growing number of problems demand a multidisciplinary approach and such requirement can be seen in all branches of science. A clear illustration is global and climatic change due to the great number of disciplines needed to approach the prediction of what may happen, of the mitigation mechanisms at reach and the adaptation alternatives we should face.
The UBA has an interdisciplinary potentiality in which it is difficult to find flaws. Generating initiatives that will allow such potential to be exploited is a need and a challenge faced in the present context.

Science and Technique Secretary
The Direction of Technological Agreements and Transferences has been created taking the following missions and functions into consideration:
Mission
It is the Direction's mission to provide assistance to the Rector, through the Science and Technique Secretary, in issues concerning the management and negotiation of agreements of cooperation with public and private entities of the productive area of goods and services regarding the carrying out, transference, and exploitation of research works and the scientific and technological development.
Functions
To foster the transference of results and technologies developed in the University to public and private organisms which are in a condition to exploit them.
To provide legal, administrative and coordination assistance to the entities responsible for such agreements.
To control the technical management and follow up the financial execution of agreements
To deal with the normalization, coordination and centralized information of activities concerned with the transference of knowledge, provision of services and subscription to cooperative agreements.
To assist the Rector in issues concerned with agreements developed within the frame of the "Special Fund for Scientific and Technological Activities"
This organization also carries out the following tasks:
Promotes the Transference of results of Research and Technology developed at UBA.
Supports the exploitation of knowledge produced at the UBA by the society and the provision of routine technical services according to the current or potential demands.
Keeps an updated record of the potential offers of extension, transference and services in the area of the University.
Carries out surveys regarding the current and potential demands of knowledge from the society.
Coordinates tasks of services promotion and sale, technical assistance and use of knowledge.
Intervenes in the processing of invention patents of the UBA.
One of the most relevant tasks carried out has been the registry and evaluation of the agreements that each of the University's academic units makes with third parties.
Each agreement is registered and evaluated by this organism, and it is then directed -according to its characteristics- to the diverse corresponding offices so that they can state an opinion and be eventually approved by the Superior Board.
A database has been developed with the aim of classifying, determining and organizing a system that provides detailed and precise information about the work carried out by third parties through the Agreements approved by the Superior Board of the University.

The Superior Board approved a set of regulations that creates the body of "Research Institutes of the University of Buenos Aires" whose main objective is the regulation of existing Institutes and the creation of new ones.
When admitting Institutes to this organization, the Superior Board takes into consideration a criterion that embraces the need to avoid duplications, to make original contributions to existing knowledge, and to foster interdisciplinary cooperation. |
