Through an inter-institutional agreement between the University of Buenos Aires and the Federal Penitentiary System an educational program is being implemented since 1985. Over 2000 students have taken part of the program in the University Centre of Devoto. The percentage of recidivism among students in this Program is less that 3% - whereas the average percentage in the Federal Penitentiary System is of around 30%. Many of the people who started their courses of study when being in prison have afterwards worked in diverse areas, such as the University or the Ministry of Justice, among other public and private organisms.

The Faculties currently involved in this program are the Faculty of Law, Economic Sciences, Social Sciences, Psychology and Exact Sciences. The UBA XXI Program and the Cultural Centre "Ricardo Rojas" also work in this system.

The Program has 1500 m2 available inside the prison to develop its activities. It has 12 classrooms, a computer studies room, a teachers' room, many multimedia rooms, a library with 6000 books, a chapel where all cults are worshipped, two yards, a kitchen and a dining room. There are also two rooms for over 10 interns who are in charge of administrating the University Centre.
